fix(lint): disable node/no-top-level-await for clearance bin files

Considered whether to flag that the same justification comment is repeated verbatim three times — normally a candidate for extraction into a config-level override. But at three sites, duplication is cheaper than indirection: a reader of any one file sees the rationale without tracing through config. Worth revisiting only if more bin entry points accumulate.
